Your China production quote increases after a location and schedule change. The treatment and video lengths remain the same. Is the supplier charging more for its expertise, buying more expensive resources or taking on a different payment commitment? The total alone cannot answer.
For a brand buying overseas production, separating those questions helps identify what to keep, change or negotiate. It also prevents a production company from mistaking a larger project value for stronger service economics.
A current signal: two revenue measures moving in different directions
WPP’s October 29, 2026 third-quarter update reports revenue of £3,274 million, up 0.5% year on year on a reported basis, while revenue less pass-through costs was £2,411 million, down 2.0% on that same basis. These figures are not mixed with its separately reported like-for-like comparisons.
WPP’s February 26, 2026 results materials define pass-through costs as external supplier fees for specified project work charged directly to clients, including certain media costs. Revenue after those deductions is not profit. Other people and operating costs still matter.
This is a group-specific reporting example, not evidence that every production business accounts for projects in the same way or that the whole market has shifted. ONCE’s procurement inference is narrower: examine the composition of a total before treating its movement as a change in the service purchased.
ONCE’s three-column budget-change worksheet
Compare the revised scope with the previous one. This is a proposed commercial discussion tool, not WPP’s financial measure or an accounting classification. It asks for an explanation of changes; it does not require every fixed-price contractor to disclose its internal supplier purchase prices.
| Column | What to check | Decision available to the buyer |
|---|---|---|
| External resources | People, locations, rented equipment, travel, dates, quantities and usage scope | Keep, substitute, reschedule or change the resource mix |
| Service work | Additional planning, direction, production management, editing, finishing, versions or coordination | Retain necessary work or remove scope before comparing equivalent delivery |
| Payment and responsibility | Who commits funds first, when bookings become non-refundable, and how changes or cancellation are handled | Adjust approval points, payment timing or agreed responsibility, then reassess price |
The columns overlap deliberately. A freelance specialist is an external purchase and performs professional work. A location change can affect both rental costs and production-management effort. Link the explanations so the same change is neither missed nor counted twice.
A hypothetical launch film
Imagine an overseas outdoor brand keeping its approved film and cutdowns but requesting a different location during a constrained travel window. This is an illustration, not an ONCE project or a pricing benchmark.
Check the actual shooting window, travel, preparation and removal time. If external resources change while service scope holds, compare feasible dates or locations with equivalent conditions. A higher total does not establish that the editor’s fee rose. Equally, “everything costs more” is not a sufficient explanation of a revised scope.
If the new location reduces usable shooting time, additional preparation or crew may be needed. Show that connection. A cheaper location can also introduce transport and changeover work, so compare the complete plan rather than rental prices alone.
An AI saving in one step is not a discount on every line
If an AI-assisted background replaces a planned build or post-production task, identify the work removed and the generation, selection, cleanup and review work introduced. Neither a faster tool nor a different tool establishes the correct change to the whole quote.
The live-action demonstration may still require the same talent and shoot day. Conversely, a resource that genuinely becomes unnecessary and has not been committed should be addressed according to the agreement. Distinguish a removable estimate from a cost already incurred or a non-refundable commitment.
The supplier needs actual internal records to learn whether efficiency reduced labor, enabled additional useful versions or shifted effort into review. The brand should compare equivalent usable delivery and responsibility. No net saving percentage is assumed here.
A low service-fee line can sit inside a different commercial deal
The AICP Bidding Reference Guide, listed by its official resource page as the February 2026 version, asks whether a project is firm bid, cost-plus or a blend and what the budget includes. It is a US industry reference, not a universal contract for China production.
A fixed total for defined delivery and a cost-based estimate with an additional fee can allocate uncertainty differently. Record which amounts are fixed, which are estimates, what changes need advance approval and what supporting explanation accompanies settlement. Comparing one service-fee line will not establish the final project cost.
Managing external resources can itself be valuable work. Clarify whether management is separately charged or already included elsewhere. An external purchase does not eliminate the contractor’s contribution, and a management label should not duplicate an existing service charge.
Keep project value, profitability and cash distinct
Cash received does not mean all project costs have been settled. Subtracting a few third-party invoices from the quote does not calculate net profit. The producer must account for its own people, facilities, equipment use, administration and other actual costs. Formal revenue recognition and tax treatment belong with the appropriate professional review.
For the customer, agree how resource commitments align with approvals and payment. Specify when a location or performer can be booked and who decides what happens if the date moves. Reducing financing pressure does not automatically reduce the cost of making the film.
Make the next negotiation about a specific change
Put the two scopes side by side and ask, line by line: what resource changed, what work changed, or what payment responsibility changed? Where none did, request the basis for the price adjustment. If the aim is a smaller budget, identify the work or resources that can change and record the corresponding delivery consequences.
Start with a concrete video production brief rather than a target discount detached from scope. For repeat production, maintain comparable records of resources, service effort and delivery.
For ONCE, long-term value should come from repeatable work and capabilities customers continue to buy. Larger external purchases may increase project value without establishing better margins or a stronger business. Scalability and valuation arguments require consistent operating evidence, not a larger invoice total alone.
