Your sourcing partner sends three production companies in Shenzhen. All have reels, English-speaking contacts and a willingness to quote. Before commissioning treatments, ask what the shortlist represents: an independent search for this assignment, a familiar partner network or access to a paid supplier roster.
The answer does not tell you which team will make the strongest film. It tells you how much selection work has already been done, what might sit outside the list and what your brand still needs to verify.
An established procurement issue, not a new platform announcement
ISBA’s August 7, 2025 public introduction to its Pitch Consultant Guide identifies client-funded, agency-funded, success-fee and paid-roster models. It encourages advertisers to understand how commercial arrangements affect access and recommendations. The full guide is member-only; this article relies on the public introduction, not an unseen download.
The 4As’ Agency Search Consultants List, marked updated December 2025, cites its 2020 guidance with ANA on understanding compensation and other paid relationships with candidates. It also says inclusion does not mean the 4As endorses a consultant. These are industry recommendations, not a universal legal rule for China production purchasing.
Checked November 4, 2026, these materials support an evergreen decision: clarify the service behind the recommendation before treating its output as a completed market comparison.
ONCE’s four questions for a production shortlist
This worksheet is ONCE’s proposed procurement method. It identifies missing information and responsibilities rather than declaring a particular compensation model inherently good or bad.
| Question | Specific answer to request | What remains to verify |
|---|---|---|
| Where did the list come from? | A project-specific search, existing network, membership database or another defined source, with scope and date | Relevant suppliers that might fall outside its coverage |
| What triggers payment? | Who pays for listing, introduction, appointment or other work, and relevant relationships with candidates | Whether those arrangements affect eligibility, order or selection |
| What did the recommender check? | Contact details only, or actual work credits, proposed people, budget fit and availability | Which statements were verified and which remain supplier claims |
| Who decides? | The brand’s decision owner and comparison criteria, including a way to consider additional candidates | Whether advice has been mistaken for a final procurement conclusion |
A brief written explanation can be enough. “We know the market” does not define coverage, and “there is no charge to you” does not describe every possible revenue source. When information is unavailable, mark it unknown. Do not infer an undisclosed fee or turn speculation into an allegation about a company.
Commercial relationships and production capability need separate checks
A producer may be recommended because of successful prior collaboration or participation in a commercial directory. Neither fact alone establishes poor capability. Equally, a recommender that receives no supplier fee may still know only a narrow set of businesses.
There are providers that explicitly choose a different structure. Bajkowski + Partners’ Operating Principles say it does not charge agencies for participation or database inclusion and does not accept or pay referral fees. That is a public statement of its policy, not independent verification of its results or a model every service necessarily follows.
ONCE suggests labeling shortlist information as supplier-stated, recommender-verified or brand-checked. A reel establishes that a film exists; it does not by itself explain the proposed team’s role in making it. Availability should refer to actual dates and people rather than the company’s general willingness to take work.
A factory introduction: useful access with a defined limit
Consider a hypothetical overseas home-accessories brand whose manufacturer recommends a nearby studio for a launch shoot. The factory understands the products and can make access easier. Its list may nevertheless cover only studios it has used, rather than suppliers selected against your overseas content brief.
Ask who checked the team’s suitability for your particular work: product demonstration, location requirements, remote review, languages and deliverables. If the factory only introduces the parties, your brand retains the verification task. If a paid service promises a comparative search, ask for the criteria, checks performed and unresolved questions.
You may add a candidate outside the network for comparison where that resolves a meaningful gap. More names are not automatically better. A relevant comparison is more useful than inviting a large field to prepare work before anyone has agreed what will determine the appointment.
Do not confuse an introducer with the production contractor
A party that only hands over contacts should not be treated as responsible for the film’s delivery. A production company contracting for the finished work and managing specialists is offering a different service. Its responsibility, scope and fee should be evaluated as such.
This article does not imply that every subcontractor cost must be disclosed. Internal cost visibility depends on the commercial agreement. The purchasing task is to understand who is representing which role and what the brand is buying, including any relevant recommendation relationship.
Where the same firm introduces partners and manages production, describe both activities clearly. Check whether two fees cover the same work, then compare total cost against an equivalent scope and accountable delivery. A commission amount cannot simply be equated with a loss to the customer.
A proportionate next step
Before inviting proposals, send a short request: “Please describe the shortlist’s coverage, relevant paid relationships with candidates and the checks completed. We will use the same brief to confirm credits, proposed personnel, availability and delivery terms before deciding.”
A casual introduction does not need a full consultant audit. Confirm the relationship and perform your own checks. A complex search across markets may justify a separately scoped research service. Scale the verification work to the commitment, consequences of failure and unresolved questions.
Once the selection task is clear, use your video production brief to test fit through concrete requirements. Do not let a shortlist replace that conversation.
For ONCE’s longer-term partner network, the valuable record is verified capability, actual collaboration roles and the reason a partner fits this assignment. ONCE should state whether it is proposing its own services, contracting for production or introducing another team. This is a business recommendation, not a claim that ONCE already operates an independent ranking platform or has proved an optimal referral model.
