Video Production Budget Decisions 08/10

Assume a mature consumer brand has CNY 1,000,000 in available communications cash for the nine-month launch of a premium cordless hair styler. The purchasing question is not “what should a 30-second commercial cost?” It is how much production, versioning and rights can consume after the media plan, landing experience, retail activation, measurement and contingency have been protected—and what an additional lifestyle setting, performer or complex visual must accomplish to justify the spend.

The conditional answer in this model is straightforward. CNY 145,000 is the production floor for a usable hero-film system. CNY 280,000 is the maximum production-and-rights spend that does not raid committed distribution. The standard option is therefore viable. The CNY 520,000 enhanced option is CNY 240,000 above the current ceiling; unless the brand has additional cash, confirmed high-attention placements and a testable communication task for that craft, it should reduce the creative scale rather than remove media. Every amount in this article is a hypothetical planning assumption, not a market rate, supplier quote or ONCE quote.

Fix the product, markets and definition of done first

The brand in this scenario has a stable production sample and historical sales data. Price, inventory and target markets are known. The product will launch in Singapore and Malaysia and run for nine months across the brand site, ecommerce detail pages, YouTube and TikTok paid video, retailer screens and a launch event. The hero film must establish one proposition—fast styling without sacrificing hair condition—while using real operation to show attachments, temperature control and the finished result. Planned deliverables are a 30-second master, 15- and 6-second cutdowns, primary 16:9 and 9:16 executions, an English master and a set of local subtitle files.

The brand approves the product claims, markets, media plan, channel specifications, available cash, packaging and interface state, and appoints one final decision-maker. The media agency supplies real placements, campaign dates and asset deadlines. The production team converts approved claims into the idea, storyboard, shoot, finishing and version matrix. Performers, music, locations and third-party materials must be cleared by the relevant rightsholders and contracts. This article is not legal, tax, labour or advertising-compliance advice.

Completion is not the delivery of one 30-second file. The master and cutdowns must preserve product, action and critical text in their intended formats. Demonstrations must match approved product facts. Music, performer and third-party permissions must cover the actual territory, term, media and adaptation. English and subtitle files need accountable review. Every deliverable needs a defined platform, duration, aspect ratio, audio treatment and rights-expiry date.

The AICP's March 2026 bidding resources focus on transparent questions, assumptions and scope between advertiser, agency and production company. WIPO's 2026 rights-clearance guide explains that music clearance depends on the intended use, distribution windows, territories, term and whether the work is used in advertising. These are scope references, not price lists for China or Southeast Asia. Current Google Ads specifications distinguish horizontal, vertical and square video assets; TikTok's June 2026 In-Feed specifications recommend 9:16 for vertical delivery. Specifications change, so the media owner should verify the live account and target market before launch.

Derive the production ceiling from total launch cash

The scenario begins with CNY 1,000,000 of immediately available launch cash. The brand has already protected:

  • CNY 520,000 for paid media and platform testing;
  • CNY 100,000 for ecommerce landing pages, retail materials and launch-event adaptation;
  • CNY 50,000 for pre- and post-launch research and measurement;
  • CNY 50,000 for currency, rescheduling, replenishment and execution contingency.

Therefore:

Production, versioning and rights ceiling = 1,000,000 - 520,000 - 100,000 - 50,000 - 50,000 = CNY 280,000.

This is not a universal rule that production should equal 28% of communications spend. Change the media plan, market, inventory or cash window and the answer changes. Uncommitted media or an unowned landing page is not automatically spare production money. Conversely, if essential product proof cannot be delivered for CNY 145,000, reduce markets, versions, settings or the usage term, stage the work, or defer. Do not hide an impossible scope in post-production.

Three investments solve different risks, not different lengths

All three options serve the same product, markets, nine-month period and core proposition. Rates, days and rights amounts are assumptions. Real bids must replace them with the actual directing approach, shoot days, performers, music, tax and contract terms.

Enhanced: multiple settings and complex visualsCNY 520,000Creative and directing development 65,000; three to four shoot days 130,000; multiple settings and custom art 80,000; more talent and broader usage 75,000; complex VFX or CG 95,000; multi-market versions 35,000; music 20,000; contingency 20,000Adds a larger brand world, performance range and imagery that controlled live action cannot deliverCNY 240,000 above the ceiling; not viable now

Lean does not mean disposable. It must preserve accurate product facts, clear action, the brand sign-off, usable sound and the committed placements. Standard is not automatically better because it looks richer: a lifestyle setting must clarify use, a performer must change how the product is understood, and each format must correspond to real distribution. If locations, background talent or VFX only create scale without changing what people need to understand and remember, they are decorative spend.

For verified service context, see ONCE's TVC and commercial production solution. For production scope and acceptance planning, the commercial production scheduling guide shows why scenes, cast, props, time and rights need owners before the shoot. These pages describe scope, not evidence for the hypothetical amounts in this model.

Moving from lean to standard: what must CNY 135,000 buy?

The standard plan adds CNY 135,000. It is not merely one performer and another camera day. It must buy a connected capability: the audience understands the product through a credible use situation; action and product can be reorganised for landscape and vertical placements; key platforms are not served by a last-minute crop; performer and music rights cover the approved markets and nine-month term; and the same campaign idea can generate the master, cutdowns and retailer-screen execution.

If the brand uses a sales hurdle as one approval input, it should use incremental project cost and per-unit incremental contribution, not revenue. Assume a CNY 1,499 selling price and CNY 320 of contribution from each additional order after product cost, platform and payment fees, fulfilment, expected returns, variable service and the necessary variable acquisition cost at the planned media level:

Additional orders required for lean-to-standard break-even = 135,000 ÷ 320 = 421.875, rounded up to 422 orders.

This is a hurdle, not a forecast and not evidence that the video will create 422 orders. If media cannot generate sufficient qualified reach, or if pricing, inventory, the page or the channel fails, incremental orders may be zero. Do not assign every launch-period order, total sales or existing organic demand to the film.

Per-order incremental contribution assumptionOrders to cover CNY 135,000Orders to cover CNY 240,000
CNY 2006751,200
CNY 320422750
CNY 500270480

Finance must replace the contribution assumptions and state whether necessary incremental acquisition is already deducted. If media is treated as a fixed project cost, do not subtract the whole media budget again in the same equation. If every incremental order still requires variable media spend, deduct it from per-unit contribution so the same cost is not counted twice.

Moving from standard to enhanced: CNY 240,000 needs more than scale

Enhanced adds another CNY 240,000. Even if 750 orders at CNY 320 contribution could cover that amount numerically, the equation is not an approval rule. At least three conditions must hold.

First, complex imagery solves a task that controlled live action cannot explain clearly, such as an otherwise invisible airflow or heat-management mechanism; it must not turn an ordinary feature into fabricated proof. Second, the brand has sufficient high-attention media, retail or launch inventory for the added craft to be seen, rather than searching for distribution after production. Third, talent, music, locations, visual assets and multi-market versions have been scoped for the actual use, not cleared during the final week.

The enhanced plan fails the present cash gate. At CNY 520,000 it is CNY 240,000 above the production ceiling. Without additional cash, reduce locations, talent and VFX to fit the standard plan. Cutting media from CNY 520,000 to CNY 280,000 to preserve a larger master film undermines the launch task the film was commissioned to serve.

A brand task need not be forced into short-term ROAS, but it must be accepted

A launch TVC may serve awareness, memory and brand expression. Each shot cannot be assigned a short-term order. But declining to force ROAS does not mean declining completion criteria. Freeze four layers before the shoot:

  1. Expression: the target audience can restate one proposition and attribute it to the correct product, rather than remembering only a setting or performer.
  2. Product: operation, result and limitations match approved facts; VFX does not impersonate an unverified function.
  3. Media: the master, 15-second, 6-second, horizontal and vertical executions correspond to confirmed placements; key information survives interface overlays and essential meaning does not disappear when sound is off.
  4. Rights: performer, music, location, font and third-party permissions can be mapped to the actual media, territory, term and adaptation plan.

If the brand wants a lift study, confirm account access, sample and budget eligibility, questions and control design before production. Google's current Brand Lift setup documentation says the feature is not available to every account. Its measurement eligibility guidance also notes that meeting a minimum budget does not guarantee results. Survey correlation does not by itself prove the film caused a change. If a valid study is not feasible, use message comprehension, brand attribution, channel usability and rights completeness without inventing a precise lift figure.

Put zero-lift and adverse cases in the approval table

The zero-lift case is simple: no distinguishable change in brand measures and no attributable incremental orders. The CNY 135,000 difference between standard and lean remains a full incremental cash expense. The brand may still accept better channel usability, visual consistency and a longer asset life, but those are task benefits—not a realised financial return.

The adverse case is often more useful: production overruns remove media; performer or music licences exclude paid advertising or a key market; use continues after rights expire; packaging, interface or claims change after filming and require pickups; vertical delivery is only a crop and hides the action; VFX causes consumers to misunderstand the function; or versions are added days before launch and force structural re-editing.

Pause the enhanced plan—and reduce standard to lean if necessary—when any of the following is true:

  • markets, term, media plan or placements remain blank;
  • the production sample, packaging, interface or core claim is not frozen;
  • performers, music and third-party materials cannot be cleared in writing for the actual media, territory and term;
  • a complex setting or VFX sequence has no specific communication task and acceptance test;
  • production would consume cash protected for inventory, fulfilment, retail execution or necessary measurement;
  • the brand has no final decision-maker and script, treatment and rough cut will be redirected by different departments.

A fill-in model for procurement

Complete these fields before asking production companies to quote the same scope:

  1. Production and rights cash ceiling = immediately available communications cash - committed media - landing and retail execution - necessary measurement - contingency reserve.
  2. Essential production floor = the acceptably completed work required for the core proposition, product proof, primary channel versions and basic rights.
  3. Per-unit incremental contribution = net transaction revenue - product, platform and payment, fulfilment, expected returns, variable service and necessary incremental acquisition costs.
  4. Upgrade order hurdle = new option cost - current viable option cost, divided by per-unit incremental contribution.
  5. Rights matrix = person or asset × media × territory × term × paid use × editing, translation and re-versioning permission.
  6. Version matrix = platform or placement × aspect ratio × duration × language × captions × end card × sound requirements × launch date.

The request for proposal should also identify the product and target markets, channels and nine-month term, existing materials, production and backup sample state, approved claims, primary media placements, versions and languages, talent and music preferences, internal approvers, launch date, acceptable budget and only the operating assumptions needed for the hurdle model. Unrelated private contracts, customer lists and sensitive data are unnecessary.

Conditional conclusion: choose the CNY 280,000 standard plan

Under these assumptions, CNY 145,000 is the floor for preserving product truth and primary versions. The CNY 280,000 standard plan sits exactly at the production-and-rights ceiling and allows performance, credible lifestyle context, landscape and vertical execution, and nine-month usage to be designed together. Approve the CNY 135,000 upgrade only when placements are committed, product and claims are frozen, rights can be obtained, and the brand understands that the 422-order hurdle is a break-even calculation rather than a sales promise.

Defer the CNY 520,000 enhanced plan. It is CNY 240,000 above the present ceiling, and the added settings, performances and complex visuals do not yet have independent communication and acceptance tasks. If the brand later secures high-attention media, multi-market versions and a valid research plan, re-quote those defined additions instead of bundling everything under “premium.”

If your launch team is comparing a hero film, talent-led settings, complex imagery and multi-platform versions, share the product, market, intended uses, current materials, sample state, launch timing, acceptable budget and the operating assumptions needed for the model. Start with ONCE's TVC and commercial production solution, put total launch cash, rights and versions on one page, and then decide which investment is defensible now.
